D. Medvedev introduced a draft law to the State Duma on the equal access of parliamentary parties to the media

February 27, 2009. The Federal draft law implements the proposal made by the President of the Russian Federation in his Address to the Federal Assembly (parliament) on 5 November 2008.

The draft law stipulates the provision for parliamentary parties (which means those parties whose candidate lists qualified them for seats in the State Duma) of guaranteed equality of coverage of their activities by the media, the institutions of which, engaged in distribution and broadcasting, include: Russian nationwide television companies which exist as a Federal State Unitary Enterprise. Currently that organisation is the All Russian State Television and Radio Broadcasting Company.

The enforcement of these guarantees will be carried out by the Central Election Commission of the Russian Federation.
