Abstract. The article examines topical problems of the state and development of the country's scientific personnel potential, the training of scientific personnel and the support of Russian scientists. The quantitative and qualitative changes in the human scientific potential are analyzed, including in comparison with the international scientific community, the dynamics of changes in the number of researchers in the country and their distribution by branches of science are given. The role of the Russian Academy of Sciences in the formation of the country's scientific personnel, including highly qualified personnel, is shown.

Abstract. This article analyzes the best international practices of strategic planning of the leading countries of the world - the USA, China, Germany, Japan. It is concluded that in the strategic system of the leading countries of the world one of the central places is occupied by national security strategy.
Analyzing the main strategic documents of the development of the leading countries of the world, the author revealed the following trends in the strategy of threatening national security:
 placing in the ranks of the main security threats (in particular, in the field of spatial development) the economic differentiation of regions;
 placing in the ranks of the main security threats - a slowdown in innovation development (lag in the level of technological development);
 placing in the ranks of the main directions of strengthening security - issues of developing national defense and modernizing the armed forces;
 considerable attention has been paid to the development of international relations and the promotion of national interests;
 one of the constituent elements of national security issues strategy is environmental security strategy.
At the same time, the author gives practical recommendations on strategic development of Russia, related to the priorities of national security.
In conclusion, the author concluded that it is necessary to introduce medium-term master plans for the socio-economic development of the Russian Federation in the strategic planning system of the Russian Federation

Abstract. Legalization of monetary funds and other property is one of the most dangerous economic crimes which feature particularly difficulty to identify the perpetrators, prove their criminal activities, and recover stolen assets.  The article discusses the mechanism of interaction between Rosfinmonitoring and law enforcement agencies and checking organizations in order to improve control of financial flows basing on analysis of the current practice of detecting and investigating the above-mentioned crimes. Identified are special aspects and drawbacks. Proposals are formulated to improve the effectiveness of methods for countering money laundering.

Abstract. The current legal framework for conducting elections creates the necessary conditions for Russian citizens who live or temporarily reside abroad to exercise their constitutionally assigned electoral right. Ensuring this right is entrusted to the diplomatic and consular offices of Russia abroad. However, a number of gaps in the current legislation complicate the organization of work in this area for Russian foreign institutions and precinct election commissions formed on their basis. The article discusses the regulatory framework used by Russian foreign institutions during elections, the procedure for organizing election work in Russian embassies/consulates, as well as gaps in the current legislation and problems arising in this regard. When considering these problems, the author used a General scientific method of cognition. The final part of the article contains suggestions for solving a number of problems considered, the key of which may be the use of the unified population register of Russia.

Abstract. The article is dedicated to the key elements of the European Union legal regulation of arms trade with third countries. It presents analysis of the provisions of the EU founding treaties and secondary legislation dealing with framing EU Member States common approaches to defence equipment export control and cooperation of Member States in the field of information exchange in the matters in question. Basing on the analysis of EU primary and secondary legislation as well as on analysis of scientific publications on the control of exports of military technology and equipment (such as papers by M. Bromley, S. Bauer, B. Schmitt, M. Trybus, etc.) the author comes to conclusion that the EU still provides only framework regulation of defence equipment export control issues that leads to rather serious differences in national export control policies. These differences do not allow to establish really common EU rules governing control of exports of military technology and equipment. The paper can contribute the aim of legislative improvement within Eurasia Economic Union and the Collective Security Treaty Organization as well as it can provide Russian economic operators with additional instruments for effective protection of their rights in Europe.

Abstract. Currently, there are many studies on General issues of constitutional liability and the grounds for its occurrence, the concept of constitutional delict and its types. At the same time, despite a certain degree of elaboration of these issues, there are still no works devoted to a comprehensive study of the origin and development of this type of offense. Meanwhile, the study of the Genesis of constitutional delict on the example of the constitutions of Latin American countries will make a certain contribution to the understanding of the legal nature of the grounds for the occurrence of constitutional liability, both in historical retrospect and in modern conditions. By the instrumentality of comparative legal analysis both early, dated from the first half of the XIX century, and operative rules of the constitutions of Latin America, the author identified the genesis and evolution of the constitutional norms that regulate the problems of crimes and constitutional delicts. The common features of the terms of the constitutional delict and crime (social danger, illegality, guilt and penalty), the criteria of differentiation of these terms, considering the level of social danger of the stated crimes, as well as the special status of the constitutional delict subject and the time when the delict was committed, are identified in the work.
The author concluded that there are two tendencies of development of the constitutional liability regulation. On one hand, in order to protect the constitutional system, the governments fixed the constitutional prohibition of crime against state authority, public order and safety, addressed to an unlimited scope of subjects. On the other, the commitment of certain crimes (against state authority; official crime or committed with official powers; or common crime offence, provided by severe punishment), by the means of the lawmaker are grounds for bringing appropriate high officials to constitutional responsibility, applying constitutional sanctions.

Abstract. The article is devoted to the issues of determining the place and role of civil society institutions in the mechanism of ensuring national security. The article reveals the concepts of security and national security. Using the example of the Moscow region, the activity of specific civil society institutions and the peculiarities of their interaction with state structures are considered, whereby a conclusion is drawn about the importance of the activities of civil society institutions in the mechanism of ensuring national security. The main contradictions in the activities of civil society institutions are identified, which impede their full functioning. In conclusion, the author concludes that it is necessary to improve domestic mechanisms and tools for partnership between government structures and civil society, taking into account new trends in the development of social processes and structures of civil society based on information technologies.

Abstract. The article highlights, formulates and explores the key geopolitical determinants (objective root causes) that have a negative impact on the national security of Russia and the realization of the potential of its international peacekeeping on the world stage. In comparison with leading and significant world actors, the national contribution of our state to the practical peacekeeping of the United Nations is evaluated. The need for the realization of such a principle as “proactivity”, which envisages offensive foreign policy influence of Russia, allowing to outstrip the potential hostile influence of its geopolitical counterparts, is formulated. Objective integrative factors are revealed that increase the importance of the institution of peacekeeping to ensure the national security of the country, which postulates a federal need for the development of a concept for peacekeeping in the Russian Federation.

Abstract. Within the framework of the presented research the state of the party system with the dominant «party of power» in Russia is analyzed. The author comes to the conclusion that «United Russia» acting as the dominant party does not fully cope with the implementation of most of the functions inherent in this type of party in democratic countries. It acts as an effective tool for the executive branch the use of which makes it easier for the government to promote laws and establish communication with society. At the same time it demonstrates low efficiency as a socio-political institution that allows citizens to ensure the protection of their interests through representation in government structures. Due to this the party begins to lose its ability to maintain political stability. The party system that has emerged in Russia cannot be considered truly competitive. Oppositional structures are too weak to compete with the «party of power» and are unable to offer citizens any alternative solutions to the urgent problems expressed by «United Russia». In conditions of limited competition party programs and their ideological component have lost their significance as the main electoral resource. Personal authority and administrative resources were brought to the fore. The existing party system needs to be reformed in order to increase competition.
