Abstract. This article discusses the key document which determines the economic, scientific and technological development of the Russian Federation for the next decade - the National Strategy for the Development of Artificial Intelligence for the period until 2030. The authors analyzes the main provisions of the Strategy, fixing the principles and priority areas for the development and use of artificial intelligence technologies, focusing on the consideration of the challenges facing the legal community in this area. Particular attention is paid to the analysis of the key features of the Strategy as a program document and to its differences from a similar kind of documents adopted in a number of foreign countries. It is stated that the implementation of the strategy requires the involvement of legal scholars specializing in the study of the world's best practices in the legal regulation of social relations related to human interaction and artificial intelligence.

Abstract. In the article the problem of the public power transparency in the conditions of digital development is considered. At the turn of the century in a traditional construction of the access to public information the focus was shifted to the public power, so public authorities had an obligation for dissemination of information. In the transparence principle the great value finds a participative element when data on the power activity are necessary not for passive informing, but for participation of citizens inadministrative process. In the digital era many countries move to the principle "openness by default" according to which the power has to take actions for delivering information to civil society, and power’s activity is presumed by open.

Abstract: based on the analysis of regional legislation and municipal normative legal acts, the article examines the legal regulation of Deputy requests in the representative bodies of municipalities.  It is concluded that there are two approaches to the legal regulation of the Deputy request: traditional and new.
The opinion is expressed on the preference of the traditional concept of understanding the Deputy request, as well as proposals on the possible legal regulation of the Deputy request by municipal normative legal acts.
It is offered to eliminate violations of the law, regarding the rights and freedoms of the person affected in Deputy inquiry.

Orlova A.A. Rehabilitation of juvenile participants in criminal proceedings: problems and method of solution

Abstract. The article deals with the issues of termination of criminal prosecution of minors who have not reached the age of criminal responsibility by the time of committing a socially dangerous illegal act and their subsequent rehabilitation. It is established that in respect of these persons the criminal prosecution may be terminated only on rehabilitating grounds – the absence of a crime in the act. Analyzes the relationship between the termination of criminal prosecution on rehabilitative grounds and under the criminal procedure code of the Russian Federation with rehabilitation and reparation. Using various methods, the problems of regulation of legal relations arising in the field of rehabilitation of persons whose criminal prosecution has been terminated due to the absence of a crime when they do not reach the age of criminal responsibility have been identified. Proposals for amendments to the code of criminal procedure aimed at their resolution are formulated.

Abstract. Mathematical modeling is a methodology that allows, in particular, to apply the rich experience gained in the natural and technical sciences to the analysis of social processes. With regard to the topic of information confrontation, the opportunities offered by mathematical modeling include not only the identification of new substantive patterns, but also the development of scientifically based methods to repel information threats, which ultimately means maintaining the stability of society and creating conditions for its successful social and economic development. This paper presents the main directions of research in the field of mathematical modeling of informational confrontation in society and related problems.

Abstract. The article attempts to show that the current surge in extremism and terrorism is associated with the transition of humanity from one civilization mentality to another. In particular, with the transition from religious mental civilizations of paganism and monotheism to the scientific worldview, which is the fruit of the intellectual activity of the "god-like" people themselves. In the period when the old ideological values that have become obsolete, as well as the norms and rules of behavior are irretrievably gone, and the new ones are in the process of becoming, the role of all state and public organizations of the country in shaping a new type of personality increases immeasurably. Personality, which will focus on the value of the scientific worldview with its tolerance for other opinions and positions, as well as understanding about the organization of everyday life and leisure activities of other people and ethnic groups. And, most importantly, immeasurably with all other mental era of increasing the state's role in shaping the personality of a high sense of justice, which must adhere strictly to the provisions adopted in the country.

Shamarov P,V. Russian peacemaking  in the Balkans: missed opportunities and prospects


Shamarov Pavel Vyacheslavovich, specialist of the department of the Ministry of Defense of the Russian Federation, candidate of military sciences, associate professor, professor of the Academy of Military Sciencesr.
Abstract. The article explores Russia's policy in resolving the Balkan crisis, which led to its geopolitical defeat and ousting key international decisions from the process, reducing prestige and influence in the world, which negatively affected the national security of the country and its interests, contributed to NATO’s military aggression against Yugoslavia. All this became possible due to miscalculation in assessing the goals, objectives and nature of modern Euro-Atlantic “peacemaking”, the conciliatory, contradictory and unprofessional policy of Russia in the Balkan sector. The march of paratroopers from Bosnia to Kosovo, although it returned some of its former authority in the world to the country, could not influence the military-political situation in the region, expand the “Kosovo bridgehead” in order to strengthen the influence of our state in the Balkans, create a European security system with taking into account his interests. The article considers modern foreign policy factors contributing to the return of Russia to the region in its traditional role and its use of post-Yugoslav peacekeeping experience, which actualizes the problem of creating at the state level a long-term foreign policy on the implementation of state interests and ensuring the national security of the Russian Federation in the Balkans.

The main ways of development of land and property complex in small forms of management

Abstract. As a result of the reduction of large-scale agricultural production in the Russian hinterland, there are practically no opportunities for alternative types of employment of the rural population, there are objective prerequisites for a new stage of growth in the number of peasant (farm) farms.
Thus, the urgent need for generalization, in-depth and interested analysis and assessment of the current situation in the further development of such an important for the Russian agricultural sector way of life of peasants as peasant (farmer) farms has become urgent and has become extremely urgent. Many researchers come to the conclusion that the study of the reasons for the low efficiency of the use of land and property complex in K(f)X and the search for reasonable ways to solve this problem are relevant for the domestic agricultural science and practice.
The authors propose the main ways of development of the land and property complex, the model of optimization of a combination of industries of peasant (farmer) economy, the calculation of income and expenses in beef cattle with different breeding stock, providing a return on investment.
